Mit ihrer internen Open-Access-Strategie 2021–2025 setzt die Allianz der deutschen Wissenschaftsorganisationen einen Rahmen zur weiteren Gestaltung des Transformationsprozesses des wissenschaftlichen Publikationssystems hin zu Open Access. Zentrales Ziel der Allianz ist die Schaffung und Ausgestaltung wissenschaftsdienlicher Strukturen im Publikationswesen. Als zentrale Herausforderungen der Transformation benennen die Wissenschaftsorganisationen folgende Aspekte, die es aufzugreifen gilt:

  • Transformationseffektivität zukünftiger Transformationsverträge und Verhinderung einer langfristigen Doppelfinanzierung
  • Vermeidung unverhältnismäßiger Kostensteigerungen bei Open Access und Komplexität bzw. Intransparenz der Preisstrukturen
  • Berücksichtigung und Reduktion von Komplexitätssteigerungen bei der Administration
  • Mögliche Verschärfung eines Vendor-Lock-In durch neue Dienste und Tools der gleichen Anbieter sowie Beachtung dieser Situation bei Investitionsentscheidungen
  • Maßnahmen gegen eine Beeinträchtigung der informationellen Selbstbestimmung von Forschenden durch Datentracking im digitalen Raum

Zur Umsetzung der Open-Access-Strategie 2021–2025 wurden vier Maßnahmen definiert, die die Open-Access-Transformation in Deutschland gestalten sollen. Vorliegende Kriterien wurden im Rahmen der Maßnahme „Weitere Gestaltung und Umsetzung der Transformation von Inhalten kommerzieller Anbieter“ erarbeitet. Mit dieser Maßnahme verfolgen die Wissenschaftsorganisationen das Ziel der Kostensenkung sowie eine Verbesserung der Konditionen für wissenschaftliche  Fachinformation im Rahmen von vertraglichen Vereinbarungen mit Publikationsdienstleistern. Entsprechend dienen die hier formulierten Kriterien zukünftig als gemeinsamer und handlungsleitender Rahmen der Akteur:innen aus allen  Wissenschaftsorganisationen, d.h. Hochschulen ebenso wie außeruniversitäre Forschungseinrichtungen, für Verhandlungen mit Publikationsdienstleistern. Dabei bildet die Forderung nach größtmöglicher Kostentransparenz und Kosteneffizienz im  Gesamtsystem den Kern des Handelns der Wissenschaftsorganisationen im Kontext ihrer Open-Access-Strategie für die Jahre 2021-2025.

Die im Folgenden dargestellten Kriterien fokussieren sich auf transformative Verträge mit Publikationsdienstleistern. Diese Verträge regeln Subskription und Open Access in einem gemeinsamen Rahmen; sie sollen eine rasche und unumkehrbare Abkehr vom Subskriptionsmodell auf globaler Ebene ermöglichen und die finanziellen und operativen Veränderungen befördern, die für den Umstieg auf das Open-Access-Publizieren erforderlich sind. Transformative Verträge haben keinen dauerhaften Charakter. Über transformative Verträge werden nicht nur Open-Access-Publikationsrechte vereinbart, sondern es wird gleichzeitig auch eine größtmögliche Kostentransparenz und -effizienz angestrebt. Ziel ist der Wechsel auf ein Preismodell, das sich am Publikationsaufkommen der teilnehmenden Einrichtungen orientiert und das auch publikationsstarken Einrichtungen eine Teilnahme an solchen Verträgen ermöglicht.

Die Kriterien sind darüber hinaus Vorarbeit für die vom Wissenschaftsrat angeregte Erarbeitung von transparenten Qualitätsstandards und Leistungsstufen um einen Vergleich der Leistungen von Publikationsdienstleistern zu ermöglichen und zu einer größeren Kosteneffizienz beizutragen.

Um die Verhandlungsposition der Wissenschaft zu stärken und die Open-Access-Transformation voranzutreiben, werden Verträge mit Publikationsdienstleistern nach Möglichkeit immer in nationalen Konsortien (wie z.B. durch DEAL oder die Mitglieder des Forums 13+) anhand vorliegender Kriterien abgeschlossen. Eine Weiterentwicklung der Kriterien ist für das Jahr 2024 vorgesehen.

Die Wissenschaftsorganisationen definieren transformative Verträge als temporäre Vertragsform und streben gleichzeitig an, transformative Verträge perspektivisch als Vertragsform abzulösen. Parallel zur Anwendung vorliegender Kriterien besteht die Notwendigkeit, zeitnah Strategien zur Anwendung dieser Kriterien (inkl. Eskalationsverfahren) zu erarbeiten, die den Bedarf einer verlässlichen Informationsversorgung mit wissenschaftlicher Fachinformation berücksichtigen.

Vorliegende Kriterien geben wissenschaftlichen Einrichtungen und Bibliotheken einen abgestimmten Handlungsrahmen zur Umsetzung der Open-Access-Strategie in den Wissenschaftsorganisationen. Sie gliedern sich in die Aspekte Transformation von Zeitschriften, Preisgestaltung, Transparenz, Workflow, Preprints, Qualitätssicherung, Archivrechte, Metadaten und Schnittstellen, Statistiken, Tracking und Waiver.

With its internal Open Access Strategy 2021–2025, the Alliance of Science Organisations in Germany provides a framework to further shape the process of transforming the scholarly publishing system to open access. The Alliance’s main aim is to create and design structures in publishing that benefit science. As key challenges of the transformation, the science organizations have identified the following aspects that need to be addressed:

  • the transformational effectiveness of future transformative agreements, and the prevention of long-term “double dipping”
  • the avoidance of excessive cost increases for open access, and of complexity or lack of transparency of pricing structures
  • the consideration and reduction of increases in administrative complexity
  • the possible exacerbation of vendor lock-in by new services and tools of the same provider, and the consideration of this situation when making investment decisions
  • measures against the impairment of researchers’ informational self-determination in the digital space

To implement the Open Access Strategy 2021–2025, four measures intended to shape the open access transformation in Germany were defined. The present criteria have been developed within the framework of the measure “Further Design and Implementation of the Transformation of the Content of Commercial Providers.” With this measure, the science organizations are pursuing the aim of reducing costs and improving the conditions for specialized scientific information within the framework of contractual agreements with providers of publishing services. Thus, the criteria formulated here will serve in the future as a common, action-guiding framework for actors from all science organizations—that is, higher education institutions as well as non-university research institutions—for negotiations with providers of publishing services. The call for the greatest possible cost transparency and cost efficiency in the system as a whole forms the core of the actions of the science organizations in the context of their Open Access Strategy 2021–2025.

The criteria presented below focus on transformative agreements with providers of publishing services. These agreements regulate subscriptions and open access in a common framework; their purpose is to enable a rapid and irreversible departure from the
subscription model at a global level, and to promote the financial and operational changes necessary for switching to open access publishing. Transformative agreements are not permanent in nature. They not only serve to agree on open access publishing rights; at the same time, the aspiration is also to achieve the greatest possible cost transparency and cost efficiency. The goal is to switch to a pricing model that is based on the volume of publications of the participating institutions, and that also enables institutions with a high publication output to participate in such agreements.

The criteria also prepare the ground for the development of transparent quality standards and service levels proposed by the German Science and Humanities Council in order to enable a comparison of the services of providers of publishing services and to contribute to greater cost efficiency.

To strengthen the negotiating position of science organizations, and to advance the transformation to open access, agreements with providers of publishing services will where possible always be concluded in national consortia (e.g., through DEAL or the members of Forum 13+) on the basis of the present criteria. The further development of these criteria is scheduled to take place in 2024.

The science organizations define transformative agreements as a temporary type of agreement; at the same time, they aspire to eventually replace transformative agreements as an agreement type. In parallel with the application of the present criteria, it is necessary to develop in a timely manner strategies for their application (incl. escalation procedures) that take into account the need for the reliable provision of specialized scientific information.

The present criteria give scientific institutions and libraries a coordinated framework for action to implement the Open Access Strategy in the science organizations. They are organized into the following aspects: journal transformation; pricing; transparency; workflow; preprints; quality assurance; access rights for archival content; metadata and interfaces; statistics; tracking; and waivers.

Avec sa stratégie interne « Open Access 2021-2025 », l’Alliance des organisations scientifiques allemandes fixe un cadre pour poursuivre l’organisation du processus de transformation du système de publications scientifiques vers Open Access. L’objectif majeur de l’Alliance est de créer et d’aménager des structures de publication utiles à la science. Les organisations scientifiques ont déterminé que les aspects suivants constituent les principaux défis de la transformation à relever :

  • Assurer l’efficacité de la transformation des futurs ententes de transformation et empêcher le double financement à long terme
  • Empêcher les augmentations disproportionnées des coûts liés à l’Open Access et éviter la trop grande complexité ou le manque de transparence des structures tarifaires
  • Prendre en compte et limiter la complexification administrative
  • Prendre en compte le durcissement possible de l’enfermement propriétaire via les nouveaux services et outils d’un même fournisseur et intégrer cette situation aux décisions d’investissement
  • Agir contre toute atteinte à l’autodétermination informationnelle des chercheurs par le biais du traçage des données dans l’espace numérique

Pour la mise en oeuvre de la stratégie « Open Access 2021-2025 », quatre mesures ont été définies afin d’organiser la transformation d’Open Access en Allemagne. Les présents critères ont été élaborés dans le cadre de la mesure « Poursuite de la conception et de la mise en oeuvre de la transformation des contenus des fournisseurs commerciaux ». À travers cette mesure, les organisations scientifiques poursuivent l’objectif de réduire les coûts et d’améliorer les conditions de l’information scientifique spécialisée dans le cadre d’accords contractuels avec les prestataires de services de publication. En conséquence, les critères formulés ici serviront à l’avenir de cadre d’action commun aux acteurs de toutes les organisations scientifiques, c’est-à-dire aux universités et aux instituts de recherche extra-universitaires, pour les négociations avec les prestataires de services de publication. L’exigence d’une transparence et d’une efficacité maximales des coûts à l’échelle du système est au coeur de l’action des organisations scientifiques dans le contexte de leur stratégie « Open Access 2021-2025 ».

Les critères présentés ci-dessous se concentrent sur les ententes de transformation avec les prestataires de services de publication. Ces contrats régissent l’abonnement et l’Open Access au sein d’un cadre commun ; ils doivent permettre un abandon rapide et irréversible du modèle d’abonnement au niveau mondial, et favoriser les changements financiers et opérationnels nécessaires pour passer à la publication en libre accès. Les ententes de transformation ne sont pas permanents. Ils permettent non seulement de convenir de droits de publication Open Access, mais visent également une transparence et une efficacité maximales des coûts. L’objectif est de passer à un modèle tarifaire qui s’articule autour du volume de publication des institutions participantes tout en permettant aux institutions qui publient beaucoup de prendre part à ces contrats.

Ces critères préparent en outre à l’élaboration de normes de qualité et de niveaux de performance transparents, telle que suggérée par le Conseil scientifique, afin de pouvoir comparer les prestations proposées par les prestataires de services de publication et de contribuer à une meilleure efficacité des coûts.

Afin de renforcer la position de négociation des organisations scientifiques et de faire progresser la transformation vers l’Open Access, les contrats avec les prestataires de services de publication sont toujours conclus, dans la mesure du possible, au sein de consortiums nationaux (p. ex. : DEAL ou les membres du Forum 13+) sur la base des présents critères. Un développement de ces critères est prévu pour l’année 2024.

Les organisations scientifiques définissent les ententes de transformation comme une forme de contrat temporaire ; dans le même temps, elles aspirent à en faire un type de contrat à terme.

Parallèlement à leur mise en oeuvre, il est nécessaire d’élaborer en temps utile des stratégies d’application de ces critères (y compris des procédures d’escalade) qui prennent en compte la nécessité d’un approvisionnement fiable en informations scientifiques spécialisées. Les présents critères fournissent aux bibliothèques et aux institutions scientifiques un cadre d’action concerté pour la mise en oeuvre de la stratégie « Open Access » au sein des organisations scientifiques. Ils s’articulent autour des aspects suivants : transformation des revues, tarification, transparence, workflow, prépublications, assurance qualité, droits d’accès aux archives, métadonnées et interfaces, statistiques, traçage et renonciation.

Transformation

  • möglichst alle Zeitschriften des Portfolios inkludiert sind;
  • in Bezug auf das Gesamtportfolio keine zusätzlichen Publikationsgebühren (z. B. page charges oder colour charges) erhoben werden;
  • den teilnehmenden Einrichtungen bekannt gemacht wird, ob, und gegebenenfalls unter welchen Rahmenbedingungen, eine vollständige Umstellung der Zeitschriften auf Open Access angestrebt ist. Hierzu werden transparente Informationen für die Öffentlichkeit bereitgestellt, z. B. in einem jährlichen Bericht über Stand und Erfolg der Open-Access-Transformation beim Publikationsdienstleister (siehe aauch Preisgestaltung)
  • Umsetzungsziele der Transformation von einzelnen Zeitschriften, die vom Vertrag abgedeckt sind, den teilnehmenden Einrichtungen bekannt gemacht werden. Hierzu werden vom Publikationsdienstleister nachprüfbare Aussagen zur Quote der Umstellung auf originäre Open-Access-Publikationen im Rahmen der Vertragslaufzeit gemacht;
  • die Lizenzgeber die Publizierenden sind, und die Artikel unter der Creative-Commons-Lizenz CC BY oder einer liberaleren Lizenz veröffentlicht werden sowie Metadaten unter der CC0 1.0 Universell (CC0 1.0) Public Domain Dedication offen zugänglich gemacht werden. (Insbesondere durch die Beteiligung an der Initiative for Open Citations (I4OC) und der Initiative for Open Abstracts (I4OA))

  • preferably all journals in the publisher’s portfolio will be included;
  • in relation to the overall portfolio, no additional publishing fees (e.g., page charges or color charges) will be levied;
  • it will be made known to the participating institutions whether, and if applicable under what framework conditions, a complete conversion of the journals to open access is aspired to. To that end, transparent information will be made available to the public, for example, in an annual report about the status and success of the open access transformation at the provider of publishing services (see also Pricing)
  • targets for the implementation of the transformation of individual journals covered by the agreement will be made known to the participating institutions. For this purpose, the provider of  publishing services will make verifiable statements about the rate of conversion to genuinely open access publications during the term of the agreement.
  • the licensors will be the publishing authors, the articles will be published under a Creative Commons CC BY license or a more liberal license, and the metadata will be made openly  accessible under a CC0 1.0 Universal (CC0 1.0) Public Domain Dedication license. (Especially by participating in the Initiative for Open Citations (I4OC) and the Initiative for Open Abstracts (I4OA))

  • Si possible, toutes les revues du portefeuille sont incluses.
  • Aucuns frais de publication supplémentaires (p. ex. : « page charges » ou « colour charges ») ne sont prélevés pour l’ensemble du portefeuille.
  • Les institutions participantes sont informées si, et le cas échéant dans quelles conditions, une conversion complète des revues à Open Access est envisagée. À cet effet, des informations transparentes sont mises à la disposition du public, par exemple dans un rapport annuel sur l’état et le succès de la transformation vers Open Access chez le prestataire de services de publication (voir aussi la tarification)
  • Les objectifs de mise en oeuvre de la transformation de certaines revues couvertes par le contrat doivent être communiqués aux institutions participantes. À cet effet, des déclarations vérifiables sont faites par le prestataire de services de publication sur le taux de conversion en publications originales Open Access pendant la durée du contrat.
  • Les concédants de licence sont les auteurs des publications, les articles sont publiés sous la licence Creative Commons CC BY ou une licence plus libérale, et les métadonnées sont mises en libre accès sous la licence CC0 1.0 Universell (CC0 1.0) Public Domain Dedication. (Notamment en participant à l’Initiative for Open Citations (I4OC) et à l’Initiative for Open Abstracts (I4OA))

Preisgestaltung - Pricing - Tarification

  • die Gesamtkosten eines transformativen Vertrags in einer ersten Vertragsrunde das ehemalige Ausgabenniveau bestehender Konsortien und der lokalen Lizenzen für Subskriptionen nicht überschreiten;
  • finanzielle Risiken, die sich gegebenenfalls aus Schwankungen des jährlichen Publikationsaufkommens ergeben und / oder aus Änderungen im Zeitschriftentitelportfolio nicht einseitig zu Lasten des Konsortiums gehen / getragen werden bzw. Deckelungsmechanismen für die Kostenentwicklung enthalten sind;
  • Preise und Preisentwicklung entsprechend eines der „Plan S Price Transparency Frameworks“ transparent und im Idealfall öffentlich (etwa über einen Journal Comparison Service) dargestellt werden;
  • Höhe, Entwicklung und Konditionen von Preisen im Rahmen eines transformativen Vertrags für die Publizierenden bereits bei der Einreichung transparent und nachvollziehbar kommuniziert werden.

  • the overall costs of a transformative agreement in the first round will not exceed the previous level of expenditure on the part of existing consortia, and the local licenses for subscriptions;
  • financial risks that may arise from fluctuations in the annual volume of publications and/or from changes in the portfolio of journal titles will not be unilaterally at the expense of/borne by the consortium, or that capping mechanisms for the development of costs will be included;
  • prices and price development will be transparent in accordance with one of the “Plan S Price Transparency Frameworks” and will ideally be made public (e.g., via a journal comparison service);
  • the price level, development, and conditions within the framework of a transformative agreement will be transparently and clearly communicated to publishing authors at the time of submission of a manuscript.

  • Le coût total d’un contrat transformateur dans une première série de contrats ne dépasse pas l’ancien niveau de dépenses des consortiums existants et des licences locales pour les abonnements.

Transparenz - Transparency - Transparence

  • Verträge keine Vertraulichkeitsklauseln („non-disclosure agreements“) beinhalten, damit teilnehmende Einrichtungen Verträge offen zugänglich machen können;
  • der Vertrag an das ESAC-Registry gemeldet wird;
  • teilnehmende Einrichtungen einmal pro Vertragsjahr über die Einnahmen aus den Lese- und Publikationskomponenten (aufgeschlüsselt nach Anzahl der Publikationen und der Anteil der Open-Access-Artikel pro Zeitschrift) in einem maschinenlesbaren Bericht informiert werden und diese Informationen veröffentlichen dürfen (z. B. in OpenAPC);
  • Publizierende über die Leistungen, die im Rahmen eines Vertrags erbracht werden, bei der Einreichung transparent informiert werden;
  • die Standards des Committee on Publication Ethics (COPE) und der Open Access Scholarly Publishers Association (OASPA) beachtet werden.

  • agreements will not contain any non-disclosure agreements, so that participating institutions will be able to make agreements openly accessible;
  • the agreement will be registered with the ESAC Registry;
  • once every agreement year, participating institutions will be informed in a machine-readable report of the revenue from the reading and publication components (broken down by the number of publications and the proportion of open access articles per journal), and that they may publish this information (e.g., in OpenAPC);
  • at the time of submission of a manuscript, publishing authors will be transparently informed about the services rendered within the framework of an agreement;
  • the standards of the Committee on Publication Ethics (COPE) and the Open Access Scholarly Publishers Association (OASPA) will be adhered to.

  • Les contrats ne contiennent aucune clause de confidentialité (« Non-disclosure agreement »), afin que les institutions participantes puissent rendre les contrats ouvertement accessibles.
  • Le contrat est inscrit au registre de l’ESAC.

Workflow

  • die Publizierenden der teilnehmenden Einrichtungen als Teil des Einreichungs- und Veröffentlichungsprozesses identifiziert werden, damit die Zuordnung zu Personen und Einrichtungen in Publikationen und Metadaten vor und nach der Publikation möglich ist;
  • persistente Identifikatoren, wie DOI für Artikel, ORCID iD für die Autor:innenidentifikation und ROR ID für die Einrichtungsidentifikation, verwendet werden und in den Publikationen und deren Metadaten maschinenlesbar nachgewiesen sind;
  • teilnehmende Einrichtungen, die identifizierten und zugeordneten Autor:innen als Angehörige ihrer Einrichtung verifizieren können. Dieser Prozess erfolgt nach Wahl der Einrichtung über ein vom Publikationsdienstleister zur Verfügung gestelltes Dashboard oder über ein Produkt eines Drittanbieters (auf Basis von standardisierten Schnittstellen). Für die Verifizierung wird der teilnehmenden Einrichtung ein Zeitraum von mindestens 14 Tagen nach Einreichung gewährt;
  • teilnehmende Einrichtungen über das Dashboard des Publikationsdienstleisters oder über eine standardisierte Schnittstelle (API) folgende Informationen bereits vor Veröffentlichung eines eingereichten Artikels erhalten:
    1. Metadaten und Status aller Publikationen der Autor:innen einer teilnehmenden Einrichtung;
    2. Kosten der Publikationen für die teilnehmende Einrichtung,aufgeschlüsselt nach zentralen Parametern (z. B. mögliche Opt-Out-Artikel);
  • das Publikations- und Kostenmanagement an den teilnehmenden Einrichtungen effizient gestaltet werden kann, indem:
    1. der DOI einer Publikation bei der Annahme bei Crossref (inkl. Metadaten) registriert wird und alle Mitautor:innen und deren Einrichtung(en) über diesen DOI informiert werden;
    2. die Einrichtungen, Förderorganisationen und Projekt-Kennungen im Artikel und den Metadaten maschienenlesbar sind (u. a. unter Verwendung des Funder Registry von Crossref);
    3. die Lizenzbedingungen im Artikel und den Metadaten maschinenlesbar sind (u. a. unter Verwendung der LicenseRef-Metadaten von Crossref);
    4. für mögliche Opt-Out-Artikel in einem unkomplizierten Verfahren, jederzeit und unbegrenzt, die retrospektive Umwandlung zu Open Access möglich ist;
  • Rechnungsdaten auf Ebene der teilnehmenden Einrichtungen in einem maschinenlesbaren Format zur Verfügung gestellt werden;
  • ein monatliches Reporting von Metadaten auf Artikelebene für alle Artikel, die von Autor:innen der beteiligten Einrichtungen veröffentlicht wurden zur Verfügung gestellt wird;
  • Informationen über die Transformation von Subskriptionszeitschriften spätestens zum Zeitpunkt der Umstellung bereitgestellt werden.

  • the publishing authors of the participating institutions will be identified as part of the submission and publication processes, so that assignment to persons and institutions in publications and metadata will be possible before and after publication;
  • persistent identifiers - such as DOIs for articles, ORCID iDs for the identification of authors, and ROR IDs for the identification of institutions - will be used, and that they will be displayed in machine-readable form in the publications and their metadata;
  • participating institutions will be able to verify the identified and assigned authors as members of their institutions. This process will take place at the institution’s choice via a dashboard made available by the provider of publishing services or via a product of a third-party provider (on the basis of standardized interfaces). To carry out the verification, the participating institution will be granted a period of at least 14 days after submission.
  • before publication of a submitted article, participating institutions will receive the following information via the dashboard made available by the provider of publishing services or via a standardized interface (API):
    1. the metadata and status of all publications of the authors of the participating institution;
    2. the costs of the publications for the participating institution broken down according to key parameters (e.g., possible opt-out articles).
  • it will be possible to efficiently organize publication and cost management at the participating institutions, by virtue of the fact that:
    1. the DOI of a publication (incl. metadata) will be registered with Crossref on acceptance and that all co-authors and their institution(s) will be informed of this DOI;
    2. the institutions, funding organizations, and project identifiers in the article and the metadata are machine-readable (inter alia, by using the Crossref Funder Registry);
    3. the licensing conditions in the article and the metadata are machinereadable (inter alia, by using the Crossref metadata LicenseRef);
    4. the retrospective conversion of possible opt-out articles to open access is possible in an uncomplicated procedure at any time and without limitations.
  • invoice data at the level of the participating institutions will be made available in a machine-readable format;
  • a monthly report of article-level metadata will be made available for all articles published by authors of the participating institutions;
  • information about the transformation of subscription journals will be made available at the time of conversion at the latest.

  • Les auteurs de publications des institutions participantes sont identifiés dans le cadre du processus de soumission et de publication, afin que l’attribution aux personnes et aux institutions soit possible dans les publications et les métadonnées avant et après publication.
  • Des identifiants permanents, tels que le DOI pour les articles, l’ORCID ID pour l’identification de l’auteur et le ROR ID pour l’identification de l’institution, sont utilisés et répertoriés d’une manière lisible par ordinateur dans les publications et leurs métadonnées.

Qualitätssicherung - Quality Assurance - Assurance qualité

  • geeignete und anerkannte Verfahren der Qualitätssicherung angewandt werden;
  • die Weiterentwicklung der Qualitätssicherung (z. B. im Rahmen von offenen Begutachtungsverfahren) gefördert wird;
  • Begleitmaterialien zu einem Artikel (z. B. Forschungsdaten, Software und Beschreibungen der verwendeten Methoden), falls vorhanden, unter Nutzung von Persistent- Identifier-Systemen offen zugänglich gemacht und mit den Artikeln verlinkt werden. Hierfür sollen öffentlich betriebene Repositorien, die den dauerhaften Zugang zu Begleitmaterialien sicherstellen, genutzt werden (s. bspw. Registry of Research Data Repositories - re3data).
